They likely created the plot to fit the character rather than create the character to fit the plot. I'm sure they wanted someone fresh so that they could bring in fans. Jessica Cruz's origin is actually in Justice League, during New 52. And John's popularity is at a fairly neutral level. Guy didn't have the fan base to support the role. Hal was going through a crisis and wasn't even a proper GL at the time of the plot point that introduced him.
